Founded in 2021, The Poverty Solution is dedicated to transforming how communities address poverty. Our mission is to drive lasting change through strategic action, community empowerment, and innovative solutions.Ā
Our work is grounded in the four decades of experience of our founder, Scott C. Miller, who has designed and implemented programs that have helped families move out of poverty across the United States and parts of Canada.
At the heart of our approach is the Poverty Alleviation System, a comprehensive program guiding families through five stages to achieve economic stability. Our model builds highly accountable teams to address systemic barriers and foster collaboration among stakeholders, ensuring sustainable, community-driven solutions. By engaging local leaders and leveraging evidence-based strategies, we empower communities to create measurable, lasting impact.
The Poverty Solution provides tailored strategies and leadership training to strengthen existing programs or launch new initiatives, helping communities begin the reduction of poverty rates and build new pathways to prosperity.

Our Founder
Scott C. Miller
Scott C. Miller has been a dedicated leader in poverty alleviation for over 40 years. As the founder of Circles USA, he has helped communities across North America create practical, community-based solutions that support families on their path out of poverty. Through this work, thousands of families have taken concrete steps toward achieving long-term economic stability.
His efforts have been featured on CNN, CBS Evening News, the Huffington Post, and NPR. Over the years, Scott has designed more than 100 programs and supported communities in raising over $200 million to expand economic opportunity for families.
Scott’s current initiative, The Poverty Solution, builds on his decades of experience. At its core is the Poverty Alleviation System (PAS), a structured, evidence-informed approach that helps local leaders implement strategies to address poverty at both the individual and systemic levels. The PAS provides a clear, step-by-step roadmap for building strong local partnerships, aligning resources, and supporting families in a sustained journey toward economic security.
